The stores charge their own developer account fees, payable by you and in your name. They are modest next to development, but the Apple one renews every year.
How long for a first version?
An app with authentication, a handful of screens and notifications usually takes a few months. Store review adds days, more when a rejection has to be answered.
Is offline mode essential?
It depends on the use. For a team on the road or a warehouse with poor coverage it is the heart of the project. For an app used at a desk it is spending that will never pay back.
